1. Enterprise Resource Planning(ERP)
As a part of ongoing capacity building program, WBSEDCL has decided to implement Enterprise Resource
Planning in a number of functional areas across Headquarters and field offices located all over West
Bengal. Delivery and Installation of Infrastructure have been completed & Commissioning of same is almost in
completion stage.
Financial Accounting, Material Management and Human Resource Module have already been implemented
in first phase in April , 2015 . In the second phase, Project System and Plant Maintenance module
has been implemented in November, 2015 and in the third phase, Pay Roll has been Go-live across WBSEDCL in
March 2016.
Estimated project cost of Rs.137.8 Crore.
2. SMS Service
SMS based network health monitoring system has been introduced for early restoration of faulty system.
Consumers are intimated their e-payment information in their mobiles if they register their mobile no. on the web
portal of WBSEDCL. Billing information are being sent to Consumers through SMS.
3. IVRS system
Implementation of Centralised IVRS system is in progress at WBSEDCL Data Centre with the following facilities :-
All agent of all ZCC are mapped centrally at DC
Any call through any existing ZCC PRI line will land first in IVRS and on selecting a specific option, call will be diverted to most idle agent in any ZCC
Mobile no Registration and information on Old docket status will be included with the existing IVRS Call Flow.
Already Kolkata has been migrated in the Centralised IVRS system . Other ZCC will be migrated shortly.
4. SCADA
It is a Centrally sponsored scheme under R-APDRP Part-A where project cost of Rs.32.94 Cr has been
sanctioned by PFC for implementation of SCADA/DMS at 3 Nos. of town namely Kolkata U/A, Asansol U/A And
Siliguri where infrastructure of all the towns have been completed. LOA has already been placed on successful
bidder for implementation of SCADA/DMS project under R-APDRP and the process of implementation is in progress.
5. Smart Grid
Smart Grid will be implemented as a pilot project in Siliguri Town for 5275 consumers under a single
feeder of Siliguri 33/11 kV S/S at an estimated cost of Rs. 8.10 Cr now under National Smart Grid Mission with
partial funding of MoP, Govt. of India. Power Grid Corporation of India Ltd. has been engaged as consultant of the
pilot project. Tender process has been completed and order has been placed. Under this project Advanced.
Metering Infrastructure will be implement using SMART Energy Meters. This will help in improving Billing
Efficiency, Peak Load Management, Energy Audit, Signaling for Load Control, Load Curtailment beyond sanctioned
limit & customer satisfaction.
This project is scheduled to be completed by January 2017.
6. R-APDRP(Part-A)
It is a Central sponsored scheme of Rs.176.12 Crore where project cost of Rs.164.37 Crore has been
sanctioned by PFC for development of IT initiatives in 61 towns (11 in Kolkata U/A) towards preparation of
baseline data for project area covering Consumer indexing, GIS mapping, Metering & Automatic data acquisition
of all Distribution Transformers and Feeders up to 11kV. The Project also includes adoption of IT applications for
meter reading, billing and collection, Energy accounting & auditing and establishment of IT enabled Consumer
services. Establishment of Data Centre at Kolkata and Disaster Recovery Centre at Berhampore have already been
completed. All the activities like: Meter Data Acquisition, GIS based network analysis, Web-Self Service & IT
implementation of Meter Reading-Billing-Collection under this project have been rolled out.
Details of some of the ongoing activities under this project are provided below:
Online e-facilities
E-payment solution
E-payment through net-banking (with 51 Banks)/Debit-Credit card has already been introduced for
online payment of electricity bill by L&MV consumers. Mobile payment through Airtel Money /M-Pesa
(Vodafone) has also been introduced for payment of electricity bill by L&MV Consumers. Consumers can also
pay their bills without registration, just entering their consumer ID in the web portal of WBSEDCL through
Quick Pay Option.
MDAS
Billing for 4500 HT consumers using Modems and data fetched through MDAS
Total 12600 modems installed at DTR location and data fetched to integrate with MDAS
124 substation meter data integrated with MDAS fetched automatically over GPRS
495 substation meter data which are not fetched through AMR has been integrated with MDAS taking manual reading engaging vendor
Except AMR, meter reading of 16600 DTR meters which are not defective,taken manually engaging vendor and integrated with MDAS.
GIS
GIS mapping of 11kV HT network, LT network and Consumer indexing in 71 Towns under R-APDRP project completed. Which is being updated on regular basis.
7. R-APDRP like IT System Development in balance areas
The basic theme of the project is to provide similar IT applications systems as covered under the scope
of R-APDRP over balance areas(not covered under R-APDRP) throughout the State. Roll Out of SAP-ISU based
Metering, Billing and Collection Module has been completed in all the CCCs which are not covered under R-APDRP.
The Centralized Billing Solution has been implemented across WBSEDCL in each and every Customer Care centre.
Automatic meter Reading for all HT consumer in the non RAPDRP area is in progress. Mapping of HT
network under non-R-APDRP area is under process.
Estimated project cost is Rs.272 Crore.
